As the title asks. These are outstanding campaigns when I searched for a VIN number on Topix but when I click on them it says they don't refer to any documents.

I think so too.
They have appeared on on the XE forums as well only for European (non-UK) cars as but nothing ever came of them.
There's usually a bit of text next to the numbers on normal updates as well.
