I'm just preparing for the argument that both fobs are indeed 'present' and that they 'operate'... which they do when you press the button.

I'll remember your points about Jaguar Customer care.
The fob is not 'the key'. The fob is part of the key.

If I was sold my car and one or both Emergency Keys weren't present i'd be kicking up a fuss too. Clue is in the name; Emergency Key.

More to the point who or where is the other emergency key?

If your not getting anywhere with the dealer open a case with Jaguar Customer Services. Seems you purchased used approved so Jaguar should sort this for you one way or another. First point of contact is the dealer of course.
I suspect I'll never know what happened to the missing emergency key. But while I guess the holder of that could get into the car they wouldn't be able to start it without the fob (as far as I am aware).

I was assured of the same outcome when I questioned the dealer about the missing blade key, that they would not be able to start the car without the fob.
