Yes, the locking nut should be opposite the valve too

Mine ae not 'correct' and I'm not too bothered, I just like driving it and when in the driving seat, I cannot see the wheel centres.

I agree, OCD or not, centre caps should be aligned
More important to me though is that red and yellow dots on tyres align to rim accordingly
If you don't have a dot on the rim to align to the red dot, high tyre point to low rim point, then yellow dot to valve lowest weight point on tyre to highest weight on rim. Best balance position, less weights and a neater job

Ask most volume tyre shops and they have never even heard of it
