Just a few points ...
1. the valves are not electric motor driven so have no fixed mid point
2. They are fully open or closed depending on how much Vacuum you have generated at low revs
3. Even with the Active exhaust push button pressed at low revs (below 3000 RPM) you may not have enough Vacuum accumulated to hear a sound difference)

Early F Types had a independent Vacuum pump assembly with a vacuum canister vessel ...
The advantage of this system is that it did not rely on engine revs etc .. as had its own electric Vacuum pump ... But
Over the years when this unit was troublesome there was TSB bulletin to remove the unit and pipe up to the engine vacuum system

If I am correct
I think 2016 maybe later (2017 models) did not have this independent Vacuum pump assembly fitted ? which is mounted behind the rear wheel plastic Arch trim
Mine is a 2017 year plate F Type but is a MY2018 model .. mine does not have this Vacuum assembly
Also depending on how reliable the unit was (for early year examples) yours may have been ripped out for the upgrade by the dealers if there was problems
